Level 7 apprenticeship funding changes: what it means for learners and employers

After months of uncertainty, the government has now confirmed the future of funding for Level 7 apprenticeships – and while the news brings some relief, it also leaves much to reflect on.

The good news is that funding will remain in place for learners of all ages until January 2026. This means individuals can continue to start their Level 7 apprenticeships with confidence over the next six months. From that point on, however, funding will be limited to learners aged 21 and under.

At Kaplan, we’re relieved that a decision has finally been made, and that learners and employers now have some clarity. But we’re also disappointed that the government has not acknowledged the wider value of Level 7 apprenticeships for adult learners, businesses, and the economy.

Why Level 7 matters - for everyone

We've seen first-hand how Level 7 apprenticeships open doors. For many people, especially those from diverse socioeconomic backgrounds, this route has made a career in accounting or financial services more accessible. It's not just school leavers who benefit - these apprenticeships provide a vital progression pathway for those moving up from lower levels, those who went to university first before deciding on the career to follow, or those reskilling from entirely different careers.

By narrowing access, we risk closing off opportunities for people who have the talent, ambition and commitment to succeed, but who may need support to reach their goals.
